PRG to Provide Owner's Rep Services for Public Safety Services Campus of Philadelphia Project

The Provident Renewal Group (PRG), a joint venture of STV and Turner Construction Company – two of the nation's leading construction management firms – has been selected by the City of Philadelphia to provide owner's representative services for one of the largest municipal projects in the city's recent history.

The project, officially known as the Public Safety Services Campus of Philadelphia, will involve the renovation and high-tech upgrade of the historic Provident Mutual Life Insurance Building in West Philadelphia. The renovated facility will consolidate into one location the new headquarters for the city's Police Department, its medical examiner's office and morgue, and its Public Health Department laboratories. The city has authorized bonds totaling $250 million for the project.

The 325,000-square-foot building, which is capped by a distinctive cupola and displays soaring classical columns at its entrance, has been unoccupied for the past six years. Once upgraded, the new municipal hub is envisioned as an anchor for commercial and residential growth in West Philadelphia. Construction is expected to be complete by mid-2018.

"All three municipal departments will enjoy state-of-the-art technology and new accommodations," said Timothy Mason, vice president and central region territory manager for STV. "PRG will lead a national team of expert consultants overseeing the programming, bidding, construction, and post-construction services for the city government. We will use BIM (building information modeling), cloud-based document control, and real-time reporting capabilities."

"This is a significant project and we are excited to be the owner's representative, acting as the city's eyes and ears," said Christopher Beck, vice president and general manager of Turner's Philadelphia office. "It is especially rewarding because, historically, Turner was responsible for the construction of the original building in 1928."

The architect for the adaptive re-use of the facility is Ballinger of Philadelphia.

In addition to the Philadelphia project, STV and Turner Construction are currently engaged in a joint venture providing construction management services for a new police academy for the New York City Police Department on a 35-acre campus in College Point, Queens. The first phase of this project is expected to be completed in 2015.
