Queries and Quandaries: Stone Tile on Exterior Balcony

Q: We are installing stone tile on an exterior balcony. The existing concrete deck is not sloped. The waterproofing contractor is placing a membrane directly over the existing, non-sloping slab, and we have been asked to create the draining slope with the mortar bed and tile. Is this acceptable?
